This play is a political satire using scenes from Miguel Cervantes great novel Don Quixote to suggest contemporary mis-adventures: tilting at windmills, freeing lawfully convicted felons, opening the doors to a lion's cage, believing because one wishes to be a noble knight one is not bound by the ordinary obligations of citizenship, like paying tariffs, taxes and tolls. Sadly, his squire, though seeing his behavior as "madness", is unable to stop it, and any such efforts are quickly dismissed.
